Dalian FTZ launches 30 measures to improve business environment

The Dalian Free Trade Zone (FTZ) has now released its "Action Measures for Improving the Quality of the Business Environment in 2026". The zone has planned and implemented precise policies around the entire life cycle of enterprises and the entire industrial development chain. From the five major fields of government affairs, investment, industry, factories, and supervision, it has launched 30 precise and practical reform measures.
In terms of the government affairs environment, change will be effected through the implementation of eight new initiatives, deepening the reform of "one-stop services", expanding the scope of "no-need-to-visit (in person)" services, and optimizing the "centralized registration" service.
In terms of the investment environment, five new initiatives have been mapped out such as building a smart unmanned terminal, accelerating the transformation and upgrading of the comprehensive bonded area, and promoting the "leap-forward development" of cross-border e-commerce for characteristic single products based on the "one product, one strategy" formula.
In terms of the industrial environment, five new initiatives including vigorously promoting "intelligent transformation, digital upgrading, and network connection", accelerating the bonded blending of crude oil, and speeding up the construction of a medical device innovation service station will empower industrial development.
In terms of the factory environment, precise supply will be achieved through seven new initiatives such as deepening the level and quality of services offered, enhancing financial support, and promoting the redevelopment of inefficient industrial land.
In terms of supervision, five new initiatives have been listed such as promoting the credit code for tax-related professional services and implementing the management for imported hazardous chemicals. As a result, a smart and inclusive regulatory environment will be created, government administrative decision-making behaviors will be regulated, and the quality of administrative law enforcement will be continuously improved.
