Dalian polishes benchmark background of new-type industrialization in Northeast China

As a "dual pilot" city for the digital transformation of small and medium-sized enterprises and the new-type technological transformation of the manufacturing industry, Dalian's benchmarking effect of digital transformation has become increasingly prominent.
It has cultivated five outstanding-level intelligent factories, 74 advanced-level intelligent factories, and 109 provincial-level digital workshops. Six projects have been selected for the national intelligent manufacturing system solution "Open Competition and Leadership", and 43 provincial-level industrial internet platforms have been built, connecting 2 million sets (units) of equipment, and achieving full coverage of key industrial clusters.
Dalian has a complete range of industries, covering 35 of the 41 major industrial categories and 30 of the 31 major manufacturing categories.
In the first year of the 15th Five-Year Plan (2026-30), Dalian is taking advanced manufacturing as the backbone, with high-end, intelligent, and green development as the direction.
Over the next five years, Dalian will strive to become a national demonstration zone for new-type industrialization, making efforts in six major directions including scientific and technological innovation, industrial upgrading, digital and intelligent transformation, and green and low-carbon development, to build an advanced manufacturing base in Northeast China, expand the "2+4" hundred-billion-level industrial clusters with Dalian characteristics, and promote integrated innovation among large, medium, and small enterprises, continuously polishing the benchmark background of new-type industrialization in the region.
At the same time, relying on its port-side industry and marine economic resource endowments, Dalian is exploring a distinctive development path that coordinates high-end manufacturing with green and low-carbon development, and promotes mutual symbiosis between digital empowerment and industrial upgrading.
