Ordos launches plan to cultivate specialized and innovative SMEs

Ordos city has released the "Implementation Plan for Cultivating Specialized and Innovative Small and Medium-sized Enterprises (2026-30)". This plan aligns with national and regional strategies and provides a five-year roadmap to nurture high-quality small and medium-sized enterprises (SMEs).

The plan sets ambitious targets for 2030, aiming to cultivate over 10 national-level manufacturing champion companies and "little giant" enterprises, respectively; and more than 15 autonomous region-level champion companies, over 20 specialized and innovative SME, and at least 100 innovative SMEs.

The document emphasizes three main industries – modern energy, coal chemical, and equipment manufacturing – and aims to nurture 30-40, 50-60, and 50-60 core technology enterprises in these sectors, respectively. Additionally, it plans to further develop the cashmere industry, future industries, and productive service sectors, establishing a diversified cultivation framework.

The plan outlines several key tasks, including creating a tiered cultivation system with dynamic management. Newly recognized enterprises will receive municipal rewards of up to 1.5 million yuan ($214,912) based on their level. The plan also enhances financial services and promotes industry-academia-research collaboration, supporting digital transformation and green, low-carbon development to help enterprises improve quality, efficiency, and market reach.

This initiative will integrate the cultivation work into citywide assessments and increase dedicated funding to support SMEs in transitioning towards specialization and innovation, injecting fresh momentum into regional industrial upgrading.
