Chinese President Xi Jinping stated in a congratulatory letter to the Beijing Forum on Human Rights on September 16, 2015, that China has adhered to connecting the universality principle of human rights with China's reality, and has found a path of human rights development suited to China's national conditions. The leadership of the Communist Party of China (CPC) is the key to China's human rights achievements. Under the leadership of the CPC and the Chinese government, China has achieved economic development and social progress. The proposal of the Chinese Dream marked a new era for its growth and the development of human rights.
The year 1978 marked the beginning of China's reform and opening up as well as a new starting point for human rights protection in China. Since then, China has been increasingly connected with the world. China has continuously deepened its understanding of the rule of law and human rights, strengthened the constitutional protection of human rights, and realized the incorporation of human rights into the Constitution. The legal system for human rights protection in China has been basically established, with breakthroughs in legislation, strengthened implementation of laws and innovative measures.
In response to the call of the United Nations, China has implemented a national human rights action plan, entering a period of rapid and planned development in this field. China has also gradually deepened and strengthened international exchanges and cooperation in the field of human rights, and has made unique contributions, becoming a participant, builder and contributor to international human rights governance.
